Blue Card Update

Changes to Child and Youth Risk Management

Published: 20 April 2026

Latest Update from Blue Card Services

Since 2005 it has been a requirement for all organisations regulated by the Blue Card System to develop and maintain a Child and Youth Risk Management Strategy.

In October 2025 implementation of the Child Safe Organisations Act 2024 began. It has been rolled out to different sectors in a phased approach. As of 1 April 2026 the implementation is complete.

Organisations regulated by the Blue Card system no longer need to maintain a Child and Youth Risk Management Strategy under the Working with Children Check Act.

All organisations are now required to comply with The Child Safe Standards that are administered by the Queensland Family and Child Commission. Your Child and Youth Risk Management Strategy will help you to compy with the standards.
